Financial aid, Scholarships & Loans section is one of the most important sections within the Deanship of student’s Affairs. It handles and follows up all kinds of scholarships, and continuously develops its mechanism in order to ensure its compliance with the adopted regulations to make sure that the aid goes to the targeted groups. It also follows-up with the Student Affairs Section regarding the completion of the grants’ files by checking them, and preparing periodic reports.
Al-Quds Open University expresses its deep gratitude to all those who contributed and are still contributing in overcoming the financial obstacles facing many of our students especially under the current circumstances of our Palestinian people. It is very necessary that financial aids be done through The Deanship of Student Affairs and through the University's official bank account to ensure that the aid reaches the targeted beneficiaries, and that no duplication of aid occurs.
The University also explains the adopted mechanism for balancing any amount of the students’ aid to facilitate the follow-up for both the University, and the students. This is done through one of the following methods:
First: Donor deposits amount at the University’s bank account and beneficiaries are selected according to the selection criteria, which is available on the University's webpage. The donor can obtain the confirmation or signatures of the beneficiary student.
Second: The donor selects the students, and deposits the amount at the University’s account for these selected students. The University should also be informed of the names of the selected students in order to finalize the required financial procedures.

Scholarships & Exemptions: These are internal scholarships (paid from the University’s budget), and external ones (paid from donations).
Loans: These loans are provided by the Student Loan Fund of Higher Education Institutions in Palestine, students can pay part of their University fees from this fund and pay these loans back in accordance with the mechanism of the Fund's management in this regard.
Installment: This system enables students to pay at least half of their fees at the beginning of the registration process. The student must pay the balance in one installment one month prior the end of the same semester. The student has the right to apply for any external aid to repay the second installment of the fee.
Scholarships and exemptions are divided into 2 types:
First: Internal scholarships:
These scholarships are obtained from the budget of the University and they are subject to a number of terms and conditions for each type of grant as follows:
- Ministry Scholarship for Palestinian Universities
- Scholarships for honor students
- Scholarships for students with disabilities
- Scholarships for martyrs’ wives and children
- Scholarships for Thalassemia and Hemophilia patients
- Needy Student Fund
- Scholarship for brothers/sisters enrolled in the University
- Scholarship for spouses enrolled in the University
- Scholarship for staff members’ sons, daughters and wives.
Second: External scholarships:
These scholarships are obtained from local or international organizations whether governmental or non-governmental and are subject to a number of terms and conditions of the funding organization:
- Scholarship for the rehabilitation of detainees and ex-detainees
- Qatar's Permanent Committee in Support of Jerusalem scholarship
- United Holy Land Fund
- Humanity First Organization scholarship
- "WAFA" for development and capacity building scholarship
- Paltel for community development scholarship
- Fakhoora program scholarship
All scholarships are offered to students within the general regulations of all Palestinian higher education institutions, including Al-Quds Open University, as follows:
- If the student pays in installments, he/she may apply for any other internal aid to cover the second installment.
- Student under academic sanction (average less than 60%) or under disciplinary sanction shall not benefit from the aid if the sanction is in force during the semester in which he/she is nominated for the financial aid.
- New students (first semester) are not eligible for any of these kinds of aid except for scholarships of the sons of the martyrs, the scholarship of a member of the University council, the grant of a member of the Board of Trustees and the grant of the sons or spouse of the University employees.
- Students who are registered for less than (6) credit hours are not eligible to benefit from these aids, except for external grants, which are subject to the conditions, and criteria set by the donor.
- Financial aid is provided in the form of exemption from fees and not in the form of cash. If the amount is deposited after the end of the registration period, then the money will be allocated for the beneficiary for the next semester and the beneficiary shall receive an official financial document, issued by the financial section, proving his/her right. This mechanism of balancing is not applicable on internal scholarships, (i.e. Scholarships of siblings, spouses, sons of martyrs ...).
External scholarships have their specific terms and conditions that are specified by the donors and they are excluded from the above-mentioned conditions.
A student wishing to apply for a scholarship should follow up the announcements on the academic portal or through the advertisements board regarding the start period for application, and do the following steps:
- Fill out the electronic nomination application.
- Upload the required documents, or submit a hard copy to the Student Affairs section at his/her branch.
- Print the confirmation form of filling and submit the supporting documents.
