Al-Quds Open University Participates in MENAPAR-SPAC 2025 Conference

Al-Quds Open University participated in the MENAPAR-SPAC 2025 Conference, organized by the Public Administration and Civil Service Authority, held in Amman on 28 April 2025.  The University was represented by Prof. Shaher Obeid, a faculty member at the Faculty of Administrative and Economic Sciences.

Prof. Obeid presented a research paper titled 'Digital Governance in Palestine: Between Development Requirements and Implementation Realities,' which highlighted that digital transformation in the Palestinian public sector is still in its early stages. The study identified major challenges, including weak infrastructure, ambiguous legislative frameworks, and limited coordination among stakeholders. The paper recommended enacting e-transaction and digital signature laws, upgrading infrastructure to accommodate fifth-generation technologies, implementing training programs for public sector employees, and fostering partnerships with the private sector.

The presentation received considerable attention from academics and government officials, who engaged in discussions regarding the financing of digital projects, training strategies, and the sustainability of digital transformation initiatives.

Prof. Obeid emphasized that the University's participation reflects its commitment to leadership in scientific research and the advancement of digital services. He reaffirmed the University’s ongoing efforts to contribute to the success of the Palestine Digital Agenda 2030.

Through this engagement, Al-Quds Open University reaffirms its dedication to supporting the Palestine Digital Agenda 2030 and to strengthening its role in applied research, while actively seeking strategic partnerships that enhance digital government services and empower public sector institutions in Palestine.
