Al-Quds Open University and Deniz Feneri Sign Cooperation Protocol and Rehabilitation Agreement for Gaza Branch's Second Floor

Al-Quds Open University (QOU) and the Turkish foundation Deniz Feneri signed, on Thursday, April 16, 2026, a cooperation protocol and project implementation agreement for the rehabilitation of the second floor of the Al-Quds Open University – Gaza Branch building.

The agreement was signed on behalf of the University by Dr. Rafat Joudeh, Head of the Gaza Branches Management Committee, and on behalf of Deniz Feneri by its Chairman of the Board, Mr. Muhammad Jankiz.

The signing ceremony was organized by the foundation in Gaza with the participation of numerous institutions, held via video conference with the foundation's headquarters in Turkey.

The agreement covers rubble removal and rehabilitation of the second floor of the QOU Gaza Branch building, which was bombed during the war on Gaza including classrooms, educational and administrative facilities, and related infrastructure, all in accordance with available capacities and with the aim of supporting continuity of the educational process. Deniz Feneri will finance the project, while the University will carry out construction works and provide technical and administrative supervision.

In his address, Dr. Joudeh conveyed the greetings of University President Prof. Ibrahim Al-Shaer and his appreciation for Deniz Feneri's efforts, expressing his pleasure at this joint collaboration during this critical phase which reinforces the University's ability to continue fulfilling its national mission and delivering educational services to its students in Gaza.

Dr. Joudeh praised the work of the foundation's teams in both Turkey and Gaza, commending the humanitarian and relief role the foundation plays and its significant efforts in implementing relief and development projects in Palestine. He noted that "the rehabilitation of the second floor of the University's Gaza branch is not merely a construction project but rather a message of hope, restoring life to the University's Gaza branches that were damaged during the war and that serve thousands of students across the Strip."

For his part, Mr. Jankiz affirmed that "the signing of this agreement marks an important milestone in our joint work, grounded in the belief that education is the optimal path to the advancement of societies."

He noted that "Deniz Feneri Foundation continues to extend its support to Palestinians in Gaza through numerous activities across all humanitarian domains, particularly relief efforts. The foundation's work has now extended to encompass the education sector through a range of projects, and will continue, God willing, to support this sector given its vital importance."
