Al-Quds Open University (QOU) and the Agricultural University of Plovdiv, Bulgaria, have signed a Memorandum of Understanding (MoU) aimed at streamlining procedures and promoting digital transformation in academic processes.
The MoU seeks to promote academic partnership and cultural exchange while expanding cooperation between the faculties, departments, institutes, and research centers of both universities. This collaboration is expected to contribute to the development of the educational process and enhance the quality and impact of academic and research outputs.
The MoU was signed by Prof. Ibrahim Al-Shaer, President of Al-Quds Open University, and Dr. Boryana Ivanova, President of the Agricultural University of Plovdiv during a remote ceremony held on Wednesday, March 4, 2026.
Professor Al-Shaer noted that this step represents an expansion of the university's international academic presence and strengthens its network of partnerships with leading universities and educational institutions worldwide. It aligns with the university's vision to develop its systems and fostering the exchange of expertise and knowledge among faculty, administrative staff, and students. Professor Al-Shaer added that this collaboration serves sustainable development and enhances the university's role in serving the community at the local, regional, and international levels. He pointed out that international partnerships build bridges of scientific and cultural cooperation between nations and support innovation and scientific research.
For her part, Dr. Ivanova expressed her pleasure in establishing cooperation with Al-Quds Open University, commending the university’s distinguished academic standing and its leadership in the development of open and digital education. She noted that the memorandum marks the beginning of a new phase of collaboration between the two institutions, particularly in the areas of knowledge exchange, joint research initiatives, and academic cooperation.
