QOU and British Council Sign Strategic MoU to Enhance Higher Education and Knowledge Exchange

Al-Quds Open University and the British Council have signed a strategic Memorandum of Understanding (MoU) to strengthen collaboration and advance the quality of higher education in Palestine. The signing took place on Tuesday, 6 January 2026, at the QOU’s headquarters in Ramallah and Al-Bireh.

The MoU aims to empower institutional capacities, improve student outcomes, and serve as a framework for future cooperation in academic innovation, research, and knowledge exchange between Palestine and the United Kingdom.

Prof. Dr. Ibrahim Al-Shaer, President of Al-Quds Open University, and Ms. Shahida MacDougall, Director of the British Council in Palestine, signed the agreement. Prof. Al-Shaer highlighted that the partnership aligns with the University’s vision of opening up to leading international experiences, enhancing educational quality, and preparing graduates with the skills needed to compete locally and globally.

This agreement is a key step in strengthening higher education in Palestine and providing students and faculty members with access to international expertise, particularly in English language development,” Prof. Al-Shaer said. He also emphasized the University’s commitment to its blended learning model, which promotes educational equity and access for all segments of Palestinian society.

Ms. MacDougall expressed pride in partnering with Al-Quds Open University, particularly in supporting its work in the Gaza Strip. “This MoU marks the beginning of a sustainable partnership, creating real opportunities for knowledge exchange, collaboration, and scholarships,” she said.

Through this collaboration, both institutions aim to enhance curricula, expand research opportunities, and develop educational methodologies, ultimately contributing to the advancement of Palestinian higher education on the regional and international stage.
