Conference importance
Municipalities’ management attracted the attention of governments and researchers for many years. It is a unique type of management where centralization and decentralization overlap in a way that created a conflict between management and governance concepts. This conflict leads to the need to exert more efforts to clarify the concepts of local management and local governance under the overlapping political, economic and social objectives. Due to this, each state should identify the competent type of municipalities’ management that suits its circumstances to fulfill the needs of its citizens and to keep its safety and integrity.
Conference objectives
This conference aims at keeping up with the modern trends in municipalities’ management in light of the various recent developments related to the role of municipalities and modern communications tools and the internal and external challenges facing municipalities. Out of this general goal, the conference seeks to achieve the following objectives:
- Acquiring knowledge about the regulating framework towards decentralization.
- Monitoring the reality of municipalities’ management under the internal and external environments’ circumstances.
- Identifying the challenges facing the municipalities’ experiences in the developmental and services fields.
- Gaining knowledge about the additional roles and tasks of municipalities in achieving national development.
- Benefiting from Arab and foreign municipalities experiences in enhancing the efficiency of municipalities in Palestine.
- Enriching the Palestinian library with modern studies about municipalities’ management.

Terms and Conditions for Participation
- The research topic should be related to one of the conference themes
- Full researches should be submitted no later than 10/7/2019
- The research should fulfill the regulations of scientific research
- Research papers that have been previously presented in other conferences or published in any journal are not accepted.
- Executive proposals should be submitted in English and Arabic and should be 400 – 600 words including the title of the research (researcher’s name, university/organization name and state). The proposal should include the research problem, importance, objectives, justifications, methodology, procedures, tools and recommendations. The proposals that fulfill the criteria shall be published in the proposals booklet that will be distributed in the first day of the conference.
- Useful practical experiences (successful or unsuccessful) are accepted
- Theoretical scientific articles that include ideas and innovative new concepts (not repeated and traditional) on one of the conference themes are accepted
- APA citation style should be used to indicate to the references after the quotation directly that includes (author’s family name, year of publication and page number)
- The research should not exceed 30 pages typed in a word file font 14 Arial for the text and bold for titles and line spacing 1.5
- Researchers should submit the CV along with filled participation form
- Conference volume: researches are subjected to arbitration and accepted researches will be published in a special volume
