QOU holds its 13th ICT Day entitled "Technology and Law"

 On Wednesday, 27 November 2019, the Information & Communication Technology Center (ICTC) at Al-Quds Open University held its 13th. ICT Day under the title: "Technology and Law". The conference was held under the auspices of Minister of Higher Education and Scientific Research, Prof.  Mahmoud Abu Muwais, and in partnership with Jawwal.

The President of the University Prof.  Younes Amr, inaugurated the conference with an opening speech  emphasizing that this conference is a qualitative addition in the field of technology and law in Palestine. Prof. Amr added that the conference will contribute to raising awareness and knowledge among law and law graduates  the fields of information and communications technology which shall  ensure more strength and integrity in the judiciary and Palestinian law.

For his part, Dr. Eng. Islam Amr, QOU President's Assistant for ICT and Media Production Affairs stressed the importance of digitizating the law and the legalization of digitization, "We expect to come up with a policy paper for the various sectors in which we direct efforts and open the horizons for joint action. We, in QOU, are a national asset to all institutions of the nation, we provide support for these institutions, and ready to offer more”.

Scientific Sessions:

In the first session, which was chaired by His Excellency Judge As'ad Al-Shunnar, Secretary General of the High Judicial Council; Ms. Jamila Qubbaj, Legal Advisor of the Supreme Constitutional Court, presented a paper entitled “The Smart Court”. Dr. Mohammed Abu Shehab, Lecturer in Commercial Law /An-Najah National University, presented a paper on “The Role of Electronic Arbitration in Resolving International Trade Disputes”. Mr. Nabil Abu al-Rub, a practicing lawyer at the Palestinian Bar Association, presented a paper on “Cybercrime in Palestine: Reality and Challenges”. Dr. Mohammed Erieqat, Intellectual Property Law Lecturer/Al-Quds University, presented a paper on "Palestinian industrial and commercial property and its protection". Mr. Ashraf Abu Hayya, Legal Advisor at Al-Haq, presented a paper on “Digital Rights in Palestine”. Dr. Fadi Alawneh, Lecturerof Public Law at Istiqlal University, presented a paper on “Legal Protection of Websites and Social Networks from an Intellectual Property Perspective”. Finally, Dr. Jamil Etmeizi, an associate professor at Al-Ahliyya Palestine University, presented a paper on "The extent of the commitment of Palestinian sovereign sites to privacy".

The second scientific session which was  chaired by Eng. Jamil Zagarna, the Undersecretary of the Ministry of Communications and Information Technology, Judge As'ad Al-Shunnar, Secretary General of the High Judicial Council, spoke about "the impact of technology on the development of judicial work in Palestine". Mr. Ibrahim Abu Bakr, Director of the Computer Emergency Response Center at the Ministry of Communications and Information Technology talked about “Regional and International Cooperation to Reduce Cybercrime”. Ms.  Hanan Yaghi, Director General of Computer and Information at the Ministry of Justice, presented a paper on "Using Information Technology to Facilitate Access to Justice and Rule of Law". Mr. Iyad Rifai, a specialist in the cybercrime unit of the Palestinian police, presented a paper on "cyber warfare". Eng. Amjad Fares, Head of Information Technology Unit at Diwan al Fatwa and Legislation, presented a paper on "Electronic Reference for the Official Gazette". Dr. Mohammed Saleh, Associate Professor at Istiqlal University, talked about “social networks and the law". Mr. Mohammed Eweidah,a member at PITA Federation, talked about Digital Criminal Investigations and  Dr. Mohammed Abu Omar, Head of Computer Information Systems at Al-Quds Open University talked about "Using Artificial Intelligence Applications in Technology and Law".
